Help..crusting Cream Cheese Icing...

I was making the recipe from here on crusting cream cheese icing and realized the recipe calls for 3.5 pounds of PS! Well I only put 3.5 cups and it taste great! Is it suppose to have 3.5 pounds or 3.5 cups??

It is 3 1/2 lbs. but I use 3lbs. and it still crusts.
