In a box with tall sides. Also, be sure the box is just big enough to hold the bouquet, this will prevent it from jostling around too much.

I just happed to have purchased two new bags of quilt batting a couple of weeks earlier. (not out of the package yet) As I put mine into the boxes I tucked the batting around the base as I set each one inside. The cookies never wobbled or slid. They sat firm.

Like Fraggle said "boxes with tall sides."
