Business Opportunity Idea, How Would You Approach?

So here is the idea I came up with today... I have been thinking of hundreds of ways to get legal here in AL... really tough... at any rate, when I was a little girl I went to a local daycare right next to my parents, this place has seen huge growth and is still owned by the same 2 ladies. They are very dear people and have always been interested in my life since leaving there years ago. My 2 nieces go there now, and my nephew after school, so there is no way to avoid contact. I got to thinking of putting up a flyer at the school for cakes and then I thought, ooops can't do it... so then I got to thinking even deeper... they have to have a licensed kitchen with ratings and everything because they have a full time lady who cooks meals for the kids, and has forever..... since I was there umpteen years ago..... so my thought, offer to rent their licensed kitchen on evenings and weekends once Ms. Linda is cleaned and done cooking for the day.... do you think this is reasonable.... and how would you go about doing it? Email, drop in, letter? And what would I pay them for use of the kitchen, remember I would be using my own supplies... so it would just be energy and water for clean up.... any suggestions???
You know the women that own/rent the daycare space, so I would approach them in person and just pose the question. Tell them how difficult it is to get licensed and you would really like to expand your business - maybe offer to do a treat for the kids once a month and a discount for the two women's families???
Would their insurance cover it though?
Just make sure that their kitchen is licensed for commercial food prep. Here in my county in Texas, there is a special "daycare food service" permit that daycares get to serve food to the children. As far as I know, it doesn't translate into the "licensed commercial kitchen" that people like us need to use to get legal.
Along the same lines, it is legal to run a bed & breakfast and cook meals for your guests, but you may not "sell" that same food to non-guests.
The law baffles me sometimes.
also, if the day care is in their home..they may not want someone there in the evenings.
