i have used the betty crocker sugar cookies to make cut outs. It worked fine, in the back of the package it tells you what to use to adjust the recipe for this.
recently a friend of mine bought store bought icing to decorate cookies, not i'm not sure if it will harden. Wilton sells a cookie icing at michaels store, it taste good, it hardens well.

in most stores that have a baking aisle, (near cake mixes, candles, sprinkles, frosting etc) you should find a product (i think by betty crocker) called writer icing. it will be a box that has four tiny little tubes (probably about a 1/4 ounce size) of four different colors, primary or pastels. there is a butterfly cookie on the pastel package and a sailboat cookie on the primary color package. it is the basic equivalent to thinned royal icing which has been colored. you can squeeze right from the tube and decorate about 6-12 cookies , and its about $4. this icing dries so you can stack and or wrap the cookies. you can also buy wilton meringue powder, (cake aisle at walmart $4) and a bag of powdered sugar, water and vanilla (i love to use lemon juice instead - tastes way better, no bitterness- either that or i add tons of vanilla to taste.) to make HUGE amounts of the royal icing for way less per batch. it is pretty simple.
