Get a plan, talk to small business specialists and line up financing would be some first steps to take along with checking into your state's requirements for bakerys.
Research first!
Take a small business course, if it is offered in your area. It will give you great insight into setting up a business, taxes, insurance, business proposals. A college here has a course called "Starting a Small Business in Texas". I learned alot. I also took a Food Safety Management course. It was a 2 day course--very insightful.
That's the first step. Check eveything out...talk with people, check the demand in your area as well as prices for cakes like you would produce. Remember that yor expenses will go up so your prices may have to go up.
Instead of getting my own building...I work with a small bistro-style restaurant. I make some things for them to sell in exchange for using their kitchen and licenses. The exposure is pretty good. If I book a wedding cake order and the restaurant doesn't get the catering job, I pay them 15% of the cost of the wedding cake to make it there and deliver it under their catering license.
