I can't remember how many Tootsie Rolls I used when I made roses...but I can tell you what to do about the drooping (I think!).
You can place the roses on your cake, then just use your fingers to reposition any petals that may have moved or become smooshed. They should stay in shape as long as you're not in a really hot place.
I made some last week and found that It was easier to make the little insides and then put them in the fridge and did the same with each row of petals as they kept wilting on me lol. Once they were on the cake I lifted the petals to where I wanted them and then just refrigerated the whole thing and it turned out beautiful I dont have any pics of my work cause I dont own a digital camera I tried with my web cam but the pics looke terrible and not very clear. Well maybe santa will bring me one
