Tulips.. Can They Be Made Out Of Royal Or Buttercream??

I don't remember seeing tulips in any wilton instructions. Can they be made from Royal or buttercream? I was thinking maybe of trying to do a sweetpea with only two petals, seeing if that makes a tulip.
