if i made that i would take a cookie cutter and press the circle designs into the pink fondanted cake then paint the silver color--place the pearls between
you would want to make the circle designs before stacking the cakes together and before placing the bottom tier on it's board so you have enough room to make the half circles that surround the bottom--
that design has a real bubbley effect--if the circles were red it would be mucho christmasy--

I think it would be difficult to achieve that perfection with a cookie cutter.
I did a bit of searching and found that the cake is by Stephanie Burkholder. Fantastic cakes and soooo neat!

IMO it may have been done with a cutter similar to ""LYLE's baptism cake" seventh row, on the far right.
