Does anyone know if these are bought or if they were made? If you can make them does anyone know how?

Those look to me to be simply pieces of styrofoam wrapped in fondant w/ribbon around them.

Doweling through the styrofoam isn't necessary, but it doesn't hurt to use a few skewers to keep them in place. I wouldn't recommend attempting to deliver this stacked and fully assembled... so a central dowel isn't needed.

Don't forget to use a cardboard under each styrofoam dummy to prevent your support system (dowels) from piercing through the dummy.
