The city may or may not require a business license, but that license is not permission for bake from home. The county health department, or the State department of Agriculture will be the agency to license a home based bakery.

If you advertise before you are "legal" and licensed, and your state is one that does not permit unlicesed home baking, the penalties can be in the thousands of dollars.

Try calling the local health inspector, they generally know who licences "domestic bakeries"
