What is the best tech. for making frill?

What exactly is frill??? Is this a girly thing????

There are cutters that make frill easier. It is a set of scalloped rounds. However, it can be done with narrow strips of fondant.

Roll it thin and use a skewer or toothpick to thin and curl the edges of the strips so that they ruffle.

You can also use icing and a ruffle tip if you can't get the fondant ruffled.
