Thanks for the comments. The eagle was shaved down from a wondermold pan to the shape I wanted. I thnk you could use a mini wondermold pan, but I wanted him to be larger than that. For the eyes and beak, they were just yellow gumpaste and then I painted little black dots on them AFTER I got then where I wanted them. I tried to paint the eyes first, and had to make a new set due to the fact that he looked like he had lazy eye. :) I put a "snake" of fondant around the eyes and under the beak to add

and structure, then cut out feathers with a poinsetta leaf cutter and made smaller cuts in them. Just glued them on with a little water.
