So i have to do a "Oh the places You'll go cake that I have attached and i'm unsure if the person who created this cake painted it on the bottom tier or if they rolled the fondant and put it on there. Im a bit confused on what I should do . Thank you in advance.

The bottom tier appears to be made up of fondant stripes applied horizontally, definitely not painted.
I agree about the fondant, if you look at the blue strip, it comes just slightly above the cake. You can then use food coloring as a paint, or edible marker to add the black to the stripes.
I have a different opinion . It looks to me to be b'cream bands piped on. I blew up the pix and there is a line that looks almost black between each band. To me that is cake showing through because the b'cream went on slightly jagged.
I did a google search of the photo and found the original which enlarged nicely, and I think it is fondant, as the very clean cut, uniformly thick edges of fondant are above the level of the cake surface. BC is an option, and I saw a few of those in my search, but they didn't look as clean. HTH
I have actually made a cake very similar to this. I did strips of fondant and then used black gel food coloring with vodka to paint the lines in.
