How do you make a cupcake like in this photo? It looks too small to be the giant cupcake pan.

I think that pan may work... I also think it depends on the dimensions of the tiers below it... Though you posting the pic makes me want to make it myself now just to try it out!

Wilton has a pan with 4 top and bottom cupcakes. Each half measures about 2" tall and 3" wide.

Sorry I didn't catch your link for the Wilton pan. That is the one I was refering to.
I believe it is the one on the cake pictured.
