Which Is The Right Size Cup?

Trying to decide which cupcake liners to order but not sure what size. I found that the foil cups work better for me since they hold their shape more than paper and they don't fold into the cupcake making it look funky. I'd LOVE to use simple paper cups if I could figure out which ones work without buying tons. My issue with them is that I place the cups in the pan, fill, and by the time I pull them out of the oven or even before they get in the oven, the paper has folded into the batter so I don't get a nice round cupcake.

So - do I just measure the base of the cupcake pan? Or is there another trick??
Also - I've seen some sites say #5 or #4 cups, what does this mean? I've Googled but can't find anything.

I think the standard size is 2 inches across and 1 1/4 inches tall. But lately I've seen some places selling 2 x 1 7/8 inches. There have been several posts where people ordered the taller ones, but I haven't seen any comments on how they liked them.
