i love the sugar art aspect in cake decorating but i can not afford to go to college for that now , so what ideas can i have in other to perfect my skills

Do you mean pulled sugar art, or sugar flowers or ?

It depends on what skills you want.

If you are asking about pulled sugar, read up in the candy/sugar forum. You can also pm some of the decorators who use pulled sugar most.

You don't say where you live - I live near Chicago and in one of the suburbs Wilton has a school of confectionary art. They teach everything from basic decorating to pulled sugar to complex gumpaste. Classes range from a few days to 2 weeks long.
I also know that there is another Sugar Art School run by Nicholas Lodge near Atlanta Georgia.
Many experienced decorators also give classes. Like the post before me, you can ask decorators in your area.
