I just wonder, are butter cookies and sugar Cookies to be decorated only with royal icing or fondant? is there any other thing i can use like abc or imbc? any suggestion?

AYou can decorate them any way you like. If you want to package them though, you will need any icing that dries somewhat hard. Other options are rolled buttercream, glace' icing, rolled fondant (MMF).
