closest i can help is for you search under tutorials on this site rose petal cake and it has something similar...hope that helps

It looks to me like it starts as a traditional buttercream rose done right on the cake and cupcakes. Then just keep putting petal after petal after petal after petal.......That is a LOT of petals.

Large petal tip with buttercream, using the cupcake/cake as the base/cone for the design.
