coppergifts.com has a elmo look a like cutter. They call "monster head."
I guess due to copyrights.

Many monster heads are just ovals.
Jim Hensen created them that way on purpose.

You could try that, if you're just wanting heads.

Start haunting your local Goodwills, Salvation Armys and Thrift Stores...

I see TONS of these all the time...sometimes single and sometimes packaged in a group with other cookie cutters (usually pretty random).

I'm always buying cookie cutters at Thrift Stores and garage sales....

Lately I've been running across an awful lot of the Brown Bag (and other version) cookie molds and cookie stamps that were so popular in the late 80s and into the 90's.. A lot of them have never been used, still have ribbon with recipe books-I've been able to pick up a lot of these for about a dollar each to add to my collection...

If you need them right away, eBay would be your bet.
