I was wondering that myself for the holidays. I found these links...might be of some help.

I pack cookies in gussetted cellophane bags, then just cushion between each with a little square of bubble wrap, fill any spaces with styrofoam popcorn & double-box the whole shebang! I've never had one cookie break in transit yet.
welcome to CC!
here are some forum threads where people have talked about how they ship cookies... perhaps they'll be helpful to you.

This may be a stupid question. But what is a gussetted bag? (I know what regular cellphane bags are).
Thanks!
"Gussetted" means it's not just a plain bag, it's got extra width with folded accordian sides and a seam at the back to allow for more width/girth. It's better suited for bagging coffee beans/candies, etc because it allows for the bag to expand in every direction.
Since that's not really needed when it comes to packing a flat cookie, it acts as a bit of extra cushioning. I find them much easier for tying ribbons around and it's easier to pack multiple cookie together too. That's why I like using them better than simple flat bags.
I have shipped several times: Bubble wrap in bottom of plastic storage box, draping up sides, and out front and back. Wax paper-cookies-repeat. Crumple up wax paper so it fills into gaps. Top with wax paper, then fold excess bubble wrap back in. Any leftover room gets filled with wadded up plastic grocery bags.
Good luck!

Awesome! Thanks for explaining all of that to me. Where you do buy your gussetted cellophane bags?
Thanks again!
Lots of bubble wrap. The key is not to let the cookies shift; that is where breakage happens. Line the sides and bottom with bubble wrap. Wrap each cookie bag in it's own bubble wrap envelope. One layer of cookies, one layer of bubble wrap, repeat. Fill in any gaps with tissue paper. Top off with layers of bubble wrap until the box is completely full and cookies won't shift.
