What's The Bes Way To Get This Image On A Cookie?

I have been asked (for my 'church' (Ethical Society) to make 225 cookies. I figure the best/fastest way is to make circular cookies, 'ice' with fondant circles and then either stenciling, stamping with food coloring or creating another cookie cutter with this image:
It doesn't have to be a multi colored image, but can be just blue or something....
How would I go about making a stamp? or would a stencil be easier? I would say I would free hand it, but it would start to look too cross-like and it's not a cross, but "ethical man in the world".
Do you have access to a Sissix or Cricut machine?
If you do you could use it to cut circles and then hand cut(if you have the Sizzix) the design with an exacto knife for a stencil. Not sure what you would do with a Cricut, as far as what software you need to design it.
My suggestion if you make your stencil, use culinary stencil material. When you are making that many cookies, you are going to need a sturdy stencil. I would actually make several, it will cut on your cleaning time. I'm assuming you will stencil the icing on for the design.
Where would I find uncut culinary stencil material? And great idea about making several!
You could make a stencil out of a sturdier cardboard and use it exactly the way you would a stencil with bc. Or try and free hand one with royal icing in a squirt bottle, I'm thinking you can do it, design seems simple enough.
We'll see if they will even have me do it once they hear how much they cost! Cookies are NOT cheap!
My initial thoughts would be to do a circular cookie and then pipe the pattern in white royal icing. You can then dust the colours on, once the RI is dry.

Here's how I make my stencils...
Print out the image the size you want it to be. "Laminate" it with contact paper on the front and back. I get my contact paper at Walmart where the shelf liners are. Then take an exacto knife and cut the image out.

Ok, I just happened to have a bag with some icing in it yet from a cake I made yesterday and yes, I'm competent enough to pipe it directly - that saves time and expense.... How would I dust all those colors without it getting all over the place? I have VERY little experience with decorated cookies beyond the basics.
And how much for these cookies? Wrapped.
Put the tiniest bit of powder onto your brush. Then practically take it all off! Dab onto a piece of kitchen paper to take off all the excess and then brush/dab to build up the colour onto the RI.
This way, it shouldn't go everywhere.... she says, hopefully!
The Rainbow like image is very 'blended'... what about using sanding sugar in rainbow colors kind of strategically placed on a plate and dipping it in it quickly?
