I just made a fire truck and I used modeling choc/candy clay to mak ethe wheels, although in my pic you can't see the wheels b/c I put fenders over them. You can find a modeling choc recipe on line. Just keep it soft while you work with it. you may need to pop it in the microwave for 20 sec.
