Since the "Buttercream Dream" recipe uses milk instead of water, does it need to be refrigerated?

It can stay out for 2-3 days at room temp. and be okay because of the large amount of sugar. I still put mine in the fridge though-just in case. I sometimes use water instead of the milk too.
