Simple Cupcake....how To Question

I am doing mini cupcakes for an event coming up. How do I get the icing to look like it is swirled on like ice cream in a cone? Does that make sense? Maybe they also look like rosettes? What tip would I use for mini cupcakes and how would I do that? I am guessing a tip #16? Thanks.

I think a 16 might be too small. (anyone correct me if I am wrong I have never made the mini cupcakes) I would probably try a 21 maybe. Here is a link that might help I think this is what you were asking for.
