for whatever reason, this batch of icing is sooooo runny. I can't seem to thicken it up. I've added more sugar, more meringue and more cream of tarter. I don't want to trash this batch. Any ideas?

You should trash it now that you've added extra of everything.
If it's too runny, simply add more icing sugar.
If it's too thick, just add a bit of water until it mixes to the consistency you need.
