Jessie, I made all the confetti out of fondant using a piping nozzle (I couldnt find it in the shops in my colour scheme). I made some piping gel and brushed a thin layer over the cake and pressed on small handfuls at a time. In some areas I did attach them individually (just a little piping gel behind each confetti piece and stuck on). It was quite labour intensive but it was for my little boy so I didn't mind.
