I didn't use luster dust at all, but that would have been a good idea! The base of the cake is just a cake dummy covered in food-grade gold foil paper. The gold dots are dragees (pre-made). The gold around the middle tier and the bow on top is a metallic ribbon.

I was just looking at my older pictures and saw your question about the dragees. I have an impression mat with that marks the places where the dragees will go, then I simply attach with buttercream. :D
