Ice the cake with buttercream and while the buttercream is still soft place the cake on a turntable, hold the back of a teaspoon or something similar against the top edge of the side, spin the turntable while pressing the spoon against the side of the cake and slowly moving the spoon towards the bottom of the side. It leaves that sort of ridges. The faster you move the spoon down the bigger the ridges and the more you press the higher they become.
