there's a couple different kinds of rose petal cutters -- some of them have a point at the top of the petal -- so i'd use the rounded petal cutter without the point on the top (they all have a point on the bottom of course)  and cut out how ever many different colors of petals maybe in several different sizes too and just cup them and fold them and apply with just a moistened area not wet --

but it also looks like it could be circles of fondant that strips were cut off the edges -- 

i think i could get there from one of those methods -- best to you

Pretty sure those are folded fondant circles. Here is a tutorial but if you look up folder fondant circles you will find many ideas http://deliciadesigns.com/a-fondant-ruffle-flower-tutorial/
