How do I accomplish the bottom tier of this cake? Also, what is this design/technique called? This is RooneyGirl's cake but from past experience (not with RooneyGirl) I get a quicker response when I ask on the forum than messaging individual people.
AI think there are different ways to do those ruffles. From the photo it looks like fondant circles, thin the edges, and fold once or twice. It's a lovely look.
