AI would think it's a string of mini led lights attached to a battery pack. The light string is probably attached to the reverse of the black skyline overlay (holes cut in to poke each LED through) before its applied to the cake. The battery pack will be concealed somewhere on the cake or board. I use mini LEDs occasionally (usually in Christmas cakes). You could also use balloon lights if you just wanted individual lights, but in this case I think it's a string.
