I would say this was done with an airbrush but if you don't have one you can still create something very similar.
Obviously color your icing to the color you need and just ice the bottom tier. I would then pipe the colored icing on the top tier as far up as you want it to go and then pipe the white icing above that. Try to keep the icing as thick as you want it to be on the cake and then carefully smooth the edge with a bench scraper without taking off too much icing. Once you've gone all the way around, carefully remove the bench scraper and if you need to go around again, be sure to wash the scraper off before the 2nd go around.
Would I be able to color the whipped icing black? And would the pipe work on the side stick?
