Fondant Over Imbc

I know you cover cakes with fondant over regular buttercream, but can you use Italian Meringue instead? Is the meringue to soft?

Yes. Cover with fondant while the IMBC is cold. If you have more questions do a search. This topic of covering IMBC or SMBC with fondant has been discussed extensively.
