Help With Ice Cream Themed Cake Please!

Hi all! My daughter's 2nd birthday is this weekend and I want to do an ice cream themed cake for her. Here is a link to the picture of the cake I want to do: http://www.freshchickdesigns.com/2010/07/sweet-chick-monday/

A few questions:

Due to the height of the cones, would I need to make the bottom tier 3 layers? Also, how do I get the cones to stick to the side of the cake? I'm planning to use buttercream, not fondant. Also what did they put on the top of the cone so the icing doesn't fall through the center?

The cones look split in half and shoved into the side of the cake.

Like cakecraving said, they look like they were cut in half and shoved into the buttercream. You can kinda see the cut it made in the cake. I tried to click on the picture but it wouldn't enlarge.

As for the pink toppings on the ice cream, I'm not sure what she used. It may not edible, or maybe it's just fondant. I would put a lid on the paper one and then place my decoration on top of it so it has a flat base to sit on and won't go down the cone. HTH.
