The ruffles. Are the fondant or something else?

It is the second photo down. A 4 tiered cake with a red flower on the side of the top tier, and thin black string/ribbon tied around the bottom of each tier.

If you scroll down the page there is a tutorial on how to do the ruffled fondant. It looks like it may take some time to begin with but it seems able to be done after you get going.
