I'm on my last class of Wilton's 1. Can you use fondant cut outs, on top of buttercream? (thinking...final cake....)

thanks I wasn't sure if it would break down like the Royal Icing does or not. You just dab water on your finger, and place the cut out?

You can paint a few drops of water on the back of the cut out, or some exttract or vodka...whatever liquid you want. I personally use gum glue.
Just make sure you don't use too much liquid, a little will do.

Yup! Just a very little bit of water to make it tacky so it sticks. Too much and the water plus the colors will be running down the sides. Good luck on your final cake!
