How do I get RCT to stick to a plastic dowel???
Do I need to cover it before placing fondant on top of RCT?

I'm not sure I know what you're asking. I usually form the figure, then shove a dowel up through the bottom, leaving plenty of room at the top so it won't poke through. Then I cover it with fondant.

you can use melted chocolate if you need extra glue to stick the RCT to the dowel. some people cover their RCT with buttercream before covering it with fondant. i think it depends on how smooth you want your fondant to look.
