Where do you order from and what is the best brand?

I bake all of my cupcakes in Reynolds white liners. I get a box of 500 for $3.99 at GFS, or you can find them in most grocery stores. I find that I don't have the liner separation issues that I've had with other liners.
If I want to dress up my cuppies a bit, I'll buy other colored or foil liners and pop the already baked cuppie in there. Fancy Flours has really pretty ones, or check etsy.com. I've found pretty ones there.

We also use Reynolds 500-count packages -- we couldn't find them in bulk in the grocery stores, but they cost $2.50 at the local Cash & Carry.
