Sugaring Cookies?

I am planning to make some cookies for the relay for life bake sale coming up in a week and a half. I have a really cute ribbon cookie cutter and I would like to know the best way to get some colored sugar on top of these cookies pretty thick. Putting it on before I bake makes it seem to sparse when they are done. And other than some kind of thin not too sweet icing I don't see how the sugar would stick to the cookies once they are finished baking. Any ideas? or an icing to try that isn't too sweet?

The only way I know how to do this to make it look like the cookies are encrusted in sugar sprinkles is to pour the sugar onto a plate, ice the cookies and then place them, icing down, into the sugar. As far as a "not too sweet" icing, I think that is a subjective thing. I find that, on cookies, royal is not too sweet, but that's my taste. Good luck.
