Do you have any canned milk, such as evaporated milk or powdered milk?
The rolls will be dry and crumbly. The milk gives the dough a softer feel. Sorry that happened. No gas stations or convience stores opened?

Try adding some extra butter if you use the water. It's the milk-fat that makes them tender, and real butter is all milk-fat.

You can purchase whole milk in "juice box" type containers, they have a very long shelf life. My supermarket carries the Borden brand in a red box. They are wonderful and I keep them on hand, you will never run out of milk, once opened they will also last in the fridge for a good long while.
