Cake Flour?

I'm sure this is posted someplace, but after a search I can't find it.

What is the difference between regular flour and cake flour? My only thought is that it is sifted and therefore lighter?

It's actually a lower protein flour, and therefore creates less gluten, making for a more tender cake.
