A french garden would be pretty as the cake decor.

The French tricolor flag, red/white/blue? Famous landmarks/buildings, Provençal theme with flowers/lavender?

Flavors I would go with French vanilla, ganache, pastry crème....Whimsical Bakehouse has a very good French custard reicpe. HTH.

Happy Birthday in French is Bonne Fete ... put an accent on the first E in Fete. It's a circonflex shaped like a triangle without the bottom line.
How about a table top with french bread and a bottle of wine?
