How Is This Pattern Done? And 200 People? Scary!

Ok, so I was asked to give a quote for the attached cake. I have never done a pattern like that before, and was wondering if anyone can tell me how I would accomplish that look? And I've never done a tiered construction before either, let alone with flowers all up in the middle like that. Help! LOL. I would love to help her out, but this is a little nerve-racking to me. She needs to feed 200 people with this cake.

I'm pretty sure there is a lace mold sold at global sugar art. i have not used it, so i'm not sure how it works

It's hard to tell for sure, but it looks as if the patterned/lace portion actually covers the tops of the cakes as well (not just lace points on the sides), so it may be an impression mat or textured rolling pin, with the scallops simply cut with a knife or wheel.
