Help! Rice Crispies Not Hardening!

I'm making the top tier of a Dr. Seuss cake out of RKT (homemade) It is not hardening very well. Also, the hat can't really stand up as it is too soft. WIll covering it in buttercream or chocolate and letting it harden help? What should I do? The success of the whole cake depends o this red and white hat! aaarrggghh help - any ideas?

id go for chocolate, since it will set rock solid. maybe first, set it in the fridge, i dont know if that will help it to set more first.
