Nyc Home Based Biz?? Anyone Know?

Im wanting to start a home based business for specialty cakes. Ive tried looking on the NY State department website and its totally confusing. I cant seem to find anything about what they require in New York City from their site. I really dont know where to start investigating. Anyone in the know? Much appreciated.

You won't find anything on the state website regarding requirements for NYC, because NYC has their own health department and regulations. The City website isn't much help, either.

as far as I know, baking from home within the city limits is illegal. I think they do allow it upstate though.
