Foundant Fish!!

Okay I am making a cake for my father in laws 50th birthday....and he LOVES fishing. So my idea is to make a 2 tiered cake and using brown (sand colored) fondant on the bottom layer and blue on the second layer and then making a boat either out of cake and fondant or something I have made and putting a fisherman in the boat with a pole and line and hook going down the second layer....my question is how would you suggest making different size fish for the sides? So it looks like they are swimming around? I'm at a loss....I have a sketch done and it would awesome if I could pull it off.....So suggestions would be great! Also what about Royal Icing? I've never worked with is so would it work in this situation??

I made a sheet cake with a boat and fisherwoman. She held a pole with a fish on the line. I just made the fish out of fondant/gumpaste. It really was pretty easy. Let me know if I can help in any way.
