What Do I Ice First?

I'm making an 8-inch square cake iced with blue bc with a half-ball iced in orange bc on top. (blue sky with orange sun on top). I have yet to do a cake with tiers of different colors stacked right on top of each other. How do I do that? Do I ice the blue first, then put the half circle on the dowel and ice it? Or do I ice them both individually, then set the orange on top of the blue?

Ice seperately. Even if you're using all one color for the different tiers they are still done before stacking.
