There is a slight chance of salmonella poisoning with fresh uncooked egg whites.
Fresh or reconstituted powdered egg whites are usually interchangeable. However, meringue powder is more than just powdered egg whites; it also has flavoring, sugar and stabilizers.
Some members add meringue powder to their American b/c recipes to increase stability or crusting.... (This woudn't really work with fresh egg whites.)
If you are using it in a basic butter cream (shortening/butter, powder sugar, vanilla, and liquid) you can usually leave it out with out any problems.
