Just a quick question- can you use the shimmer dust on buttercream? If so, how?

Yup, shimmer and luster dusts. The Wilton Shimmer dusts are just finely ground cake sparkles and can just be sprinkles on a BC cake. Luster dust on a BC iced cake will require painting on (mixing the luster dust with an alcohol) and using a soft brush.
