If you have dsl or a cable modem- check with your ISP (internet service provider) most of them usually give you up to a certain size free for web hosting.
Also if you want to pay someone- most non-mass chain computer stores will host web space for you and also design a site for you.
If someone in your family is technically minded- there are many websites out there that will host web space for you (at a price) and you create the site and maintain it. There are a lot of free programs out there that are very user friendly for creating your own websites.
ivillage hosted two of my websites for three years and decided two weeks ago that they're no longer offering websites at all, soooooooooooooooooooooo, I am bitter. Just kidding, 
I'm frustrated with that but trying to get a new site together in my spare time. There are a number of free site-hosts out there, but you should figure out ahead of time how much "traffic" your site will likely get (for bandwidth issues) and whether you want one with your own name (domain) or if you're just needing to get photos stored online, etc. If it's for a business, there's nothing like having one's own site, I think. I don't know much about bandwidth yet. As far as I understand, it involves both size of files/images uploaded (and downloaded) and how many hits/visits to your site you get each day/month.
Some sites are free--usually just the most basic, without a "yourname.com"-type title/domain name--, and others with more personalized/advanced options (and more options for more pages, more storage, larger files, more bandwidth, etc.) cost something. For your purposes, a free one might work fine.
Bandwidth- the amount of "space" available for data communication- whether it's surfing in the site or downloading files.
Let's say you have a tube that is 2" wide that would represent how much space is available for anyone to be on your site at one time. Once the tube fills up- no one else is able to get onto your site or they might be able to but someone else will get kicked out of your site. And the other users that are on will have slowness issues while they are in your site. This makes people unhappy when they can't access a site.
If you don't think that you will have a lot of people on your site, then you won't need a lot bandwidth. But if you think that your site will have a lot of people on it, you will need more bandwidth or more 'space'.
Some websites hosting places charge you a ton of money, others may give you a reduced rate, and others may be free to have hosted. It may depend on how many ads are posted on your site, or how nice the people are who are running the business.
Since you don't think you will get a lot of hits- you might be fine with a free website hosting business.

AJust ho to GoDaddy.com Register your domain. You may get free hosting of a small website depending on which special they are running. Build your own website using templates. There's a good reason why they are the biggest. Their phone help is excellent.
